Exodus 22:25-27 (ESV Strong's)
“If you lend money to any of my people with you who is poor, you shall not be like a moneylender to him, and you shall not exact interest from him. If ever you take your neighbor's cloak in pledge, you shall return it to him before the sun goes down, for that is his only covering, and it is his cloak for his body; in what else shall he sleep? And if he cries to me, I will hear, for I am compassionate.

Throughout this section we have one “law”after another.   We go from one way to treat people to another way to treat people.   In the above “law” we are given instruction about how to treat people we give money too.  We are not to treat them with less than compassion.   Why?  Because God is compassionate.  The basis of the Law is God’s compassion, as complimented by His justice.  God’s compassion and justice are never out of alignment.   God can be perfectly compassionate and completely just, allow within the context of man’s sin and desire to keep on sinning.  God established the Law because of the sin of mankind.  In this case, in particular, God reminds us in our attempt to get justice from those who “owe” us, we can not forget our compassion.   God is compassionate with us, in the midst of our sin, and in the midst of His need for justice with us.  God has and will always be compassionate and just at the same time.  As we read the Law we can see this perfect blend.
