The book of James is one of the earliest books of the New Testament, if not the first. James is writing about a variety of subjects, but all of the contents fo the book is very practical. In the above passage he takes on the rich, who are exploiting the poor. He is specifically writing to rich in the above verses and speaking directly to them. He wants them to know that no only does he know the rich are exploiting the poor, but, so too, does God.
God knows when injustice is happening. God hears the crying of those who are being exploited. God knows every time we have cheated AND every time we cheat someone. God is a God of truth. Truth is reality as God sees it. God wants us to speak truth, think about truth and deal truthfully with others. Why? Because He is the God of truth.

God is truth; the Son is Truth; the Spirit is Truth. God is truth and He expects us to deal with others in a truthful manner. God hears the cries of those who are treated untruthfully.
